　本版では、新たに大学等の「使命」、「理想像」、「目的」、及び「目標」を収録していますが、これらの用語は下図のように整理することができます。
 
　大学等は、自らの教育研究活動等の質の改善向上に対する不断の努力が求められていますが、継続的な質の改善向上にあたっては、これら使命・目的・目標等の明確化が前提となります。使命・理想像に基づく明確かつ具体的な目標・計画を定め、これらに基づいた教育研究等の諸活動が行われ、自己評価や第三者評価を通じて自らの強みや弱みを分析し、質の改善向上に向けた新たな目標・計画を策定していくことが重要です。大学等においては、こうした循環型プロセスにより、質の継続的な改善向上が図られることが期待されています。

　また、社会や利害関係者に対して、計画の実施状況や成果とともに、これらの使命・目的・目標等を明示することにより理解を得ることも重要です。

The terms 'Mission', 'Vision', 'Goals', and 'Objectives' are newly contained in this booklet. Their interactions are shown as the following figure.

Universities and colleges are required to strive to continuous enhancement of quality of their education and research. The fundamental premise of their continuous enhancement is that their mission, vision, goals, and objectives should be clearly stated. More specifically, it is important to develop specific objectives and plans based on their firm mission and vision, perform towards attaining their objectives, identify their own strengths and weaknesses through self-assessment and third-party evaluation, and refine objectives and plans so that they can pursue high quality education and research. This cyclic process will encourage continuous quality enhancement of higher education.

Also, it is important to demonstrate their statements, in addition to their progress and outcomes of education and research, in order to gain understanding from stakeholders and the public.
