公開講座

英語表記	Open Class

正規の授業科目以外に教育機関で行われる活動のひとつで、正規の課程の実施に支障のない範囲で、地域や産業界などのニーズに応じて開講される授業や講演等。通常単位は授与されない。

Lectures and seminars without the awarding of credits held by academic institutions outside regular courses. These are held at an appropriate level in response to the specific needs of the community and industry, without interrupting the conduct of full-time study programs.

高等教育機関

英語表記	Higher Education Institution

初等中等教育の次段階の教育課程である高等教育を提供する教育機関の総称。大学、大学院、短期大学、高等専門学校、専門学校（専修学校専門課程）が含まれる。

The term is generally used for institutions which offer higher education. It includes universities, graduate schools, junior colleges, colleges of technology and professional training colleges.

高等専門学校

英語表記	College of Technology

中学校を卒業した者又はこれと同等以上の学力をもつ者を入学資格とし、修業年限を5年（商船に関する学科については5年6月）とする高等教育機関。技術者育成を目的として5年間の一貫した教育を行う。教育課程における167単位以上の修得（商船に関する学科については147単位以上）を卒業要件とし、卒業すると準学士の称号を得ることができる。
関係法令：学校教育法第115条・高等専門学校設置基準第18条

A higher education institution which offers a unified five-year education (five years six months for mercantile marine studies) aiming nurturing technical experts. It requires graduation from lower secondary schools or equivalent academic ability for admission. A minimum of 167 credits are required for graduation (147 credits for mercantile marine studies). Graduates are awarded the Title of Associate.

ビジョンを実現していくための戦略として、ある期間を設け、その期間内に到達すべき水準や期待される成果などを示したもの。理念やビジョンは基本的に不変である一方、ゴールは設定期間後の達成状況の検証等により定期的に見直しが図られる。（付録Ｂ「大学の使命・理想像・目的・目標」も参照のこと）

A set of strategic statements that higher education institutions create towards realizing their vision. It includes the intended outcomes and educational and research levels they should reach during a fixed period of time. While mission and vision are basically unchangeable, goals may be checked and modified regularly according to the level of achievement after a set period. (See also Appendix B.)

公立大学

英語表記	Municipal/Prefectural University

都道府県や市町村などの地方公共団体が設置・管理する大学。平成16年度以後は、地方公共団体の判断により公立大学法人を設置し、この法人に公立大学を設置・管理させることが可能となった。

A university set up by local public organizations including municipal or prefectural governments. Since 2004 the organizations may establish municipal/prefectural university corporation at their own discretion, to delegate the management of the university.

A local incorporated administrative agency established by a local public organization with the aim of founding and managing one or more municipal/prefectural university(ies).

英語表記	National University

国立大学法人が設置する大学。以前は国立学校設置法に基づき国の機関の一部として設置されていたが、2004年4月の国立大学の法人化以降は、国立大学法人法に基づき、独立した法人格をもつ国立大学法人が設置する大学となった。

A university set up by a national university corporation. Due to the incorporation of national universities in 2004, a framework that every national university is set up by the corporation, as a legal entity, was formulated under the National University Corporation Law. Formally, they were operated as governmental organizations based on the Law on the Establishment of National Schools.

国立大学教育研究評価委員会

英語表記	Committee for National University Education and Research Evaluation

国立大学法人評価委員会からの要請に基づき教育研究面に係る中期目標の達成状況に関する評価についての審議を行うために機構に置かれる委員会。大学の学長、教員、大学共同利用機関の長、社会、経済、文化その他の分野に関する学識経験者30人以内で構成される。また、同委員会の下に、各法人の実績報告書の分析や訪問調査等の具体的な評価作業を行う達成状況判定会議及び現況分析部会、及び研究業績の水準を判定する研究業績判定組織が置かれている。

NIAD-UE's committee established to discuss the evaluation of each university corporation's attainment of its mid-term objectives of education and research, at the request of the National University Corporation Evaluation Committee of MEXT. It is composed of up to 30 members, each being a university president or professor, an inter-university research institute's president or academic, and experts such as journalists and economists. Under the Committee are subcommittees which carry out the actual process through the analysis of performance reports and site visits, and review groups to judge the quality of research.

英語表記	National University Corporation Evaluation

国立大学法人評価委員会が行う、各国立大学法人及び大学共同利用機関法人における中期目標、中期計画及び年度計画に対する教育研究活動や経営面などの総合的な達成状況に関する評価。機構は、国立大学法人評価委員会の要請を受け、同評価のうち、教育研究面に係る中期目標の達成状況等に関する評価を実施する。

Performance-based evaluation of national university corporations and inter-university research institute corporations in respect of their attainment of their mid-term objectives, mid-term plans and annual plans for education, research and management. The National University Corporation Evaluation Committee is entirely responsible for this evaluation. It appointed NIAD-UE to undertake evaluation on the attainment of mid-term objectives for education and research (generally called "national university education and research evaluation").

国立大学法人及び大学共同利用機関法人の各事業年度及び中期目標期間における業務の実績に関する評価活動を主要業務とする委員会。国立大学法人法に基づき、2003年に文部科学省に設置された。

The committee which is responsible for the evaluation of the performance of national university corporations and inter-university research institute corporations in respect of fiscal year and mid-term objectives. It was set up in MEXT in 2003.
