ピア･レビュー

英語表記	Peer Review

評価対象について専門的・技術的な共通の知識を有する同業者・同僚によって行われる評価や審査。一般に、高度な専門的見地に基づき評価対象の質を適切に評価することが必要な場合に用いられる。このことから、機構が行う認証評価においてはピア・レビュー方式が用いられている。

An evaluation or examination of institutions/programs conducted by a group of experts who share common professional and technical knowledge in the appropriate field. This method is generally used in cases where high professional viewpoints are required, such as NIAD-UE's certified evaluation and accreditation.

ビジョン（理想像）

英語表記

Vision

高等教育機関にとって望ましい理想像またはあるべき姿。各機関の理念が示した意義を具体化するために描く将来像。（付録Ｂ「大学の使命・理想像・目的・目標」も参照のこと）

The future concept/situation higher education institutions should realize. A long-term idea they create in fulfilling their mission. (See also Appendix B.)

評価基準

英語表記	Standards for Evaluation and Accreditation

認証評価において、評価対象機関の教育研究の質を判断するために機構が独自に定めるもの。設置基準等関係法令の適否や、特色ある教育研究の進展に資することなど、高等教育を提供する機関として満たすべき内容を定めている。評価プロセスを通じて各基準の適合性を判断し、すべての基準を満たしていると判断した場合に機関として評価基準を満たしていると認められる。評価基準は公正性かつ透明性を確保するために公表されることとなっている。

Specification of aspects or elements or principles used by NIAD-UE in its certified evaluation and accreditation process, for judging the quality of subject institutions. The Standards cover aspects that NIAD-UE considers necessary every institution should satisfy, which are designed for checking continued conformity with various points of relevant laws and effectiveness in promoting unique education and research. NIAD-UE examines whether the subject institution meets each standard or not, and gives a status as a qualified institution when the institution is judged to meet all standards. The Standards are published to ensure fairness and transparency.

評価実施手引書

英語表記	Evaluation Manual

機構が独自に作成し評価担当者に示した認証評価のマニュアル。書面調査・訪問調査・評価報告書の作成に関する具体的な評価方法が記載されている。この手引書は、本来評価担当者に示されるものであるが、評価プロセスの公平性及び透明性を確保する観点から、一般に公開されている。

NIAD-UE's guidelines for external evaluators of certified evaluation and accreditation. It covers detailed methodologies on document analyses, site visits and making evaluation reports. Although the manual is written for external evaluators, it is publicly available in order to ensure the fairness and transparency of the evaluation process.

評価実施要項

英語表記	Evaluation Guidelines

機構が実施する国立大学教育研究評価について、その基本方針、内容、手順等を説明したもの。本要項は評価担当者が用いるものであるが、評価の透明性を確保する観点から、一般に公開されている。

NIAD-UE's policy and procedures document for national university education and research evaluation. Although this document is prepared for external evaluators, it is publicly available to ensure the transparency of the evaluation process.

評価（担当）者

英語表記	External Evaluators

評価活動において自己評価書の分析や訪問調査等の実際の評価を行う者。機構の行う評価においては、評価者は国・公・私立大学の関係者、社会、経済、文化等各方面の有識者から選出することとしている。また、共通理解の下で公正、適切かつ円滑な評価の実施を確保するために、評価実施に先駆けて、評価者に対する研修の機会を設けている。

People who carry out the actual evaluating process, e.g. analysis of self-assessment report and conducting site visits. In NIAD-UE's evaluation schemes, they are elected from academics in national, municipal/prefectural, and private universities or experts such as journalists and economists. NIAD-UE provides training programs prior to the evaluation to ensure their mutual understanding and the fair, appropriate and smooth implementation of the process.

評価部会

英語表記	Subcommittees for Certified Evaluation and Accreditation

認証評価委員会の下に置かれ、評価担当者で編成される組織。同委員会が決定する基本方針に基づき、書面調査・訪問調査の実施、調査結果に基づく評価結果原案の作成及び同委員会への提示などを行う。

Bodies set up under each Committee for Certified Evaluation and Accreditation, composed of external evaluators. Their tasks are to conduct document analyses and site visits, and to summarize the draft evaluation results in accordance with the fundamental policy stated by the Committees.
